Learn more →Hyperscale data center tax breaks started in Topeka. Topeka can end them.
Since February, Richard has worked alongside Leavenworth County residents opposing Project Bluestem, a proposed hyperscale data center campus south of Tonganoxie. In 2025 the Legislature passed SB 98, which gives qualifying data centers 20 years free of state and local sales tax in exchange for a $250 million investment and as few as 20 jobs. No one in Topeka counted the other costs: the noise and the light, the air and the water, the roads, and the families who live next door. Richard supports growth that pays its own way. He does not support asking neighbors to pay for it. Richard will also push to require every bill in the House and Senate to name the person or group who requested it.
✓ Repeal or amend SB 98, the 20-year, 100% sales tax break for data centers
✓ Count the full cost: health, noise, light, water, roads, and farmland
✓ Judge projects by net cost, not gross revenue promises
✓ Pay for jobs after they show up, not up front
✓ Require every bill to name who asked for it
